Study Permit Application: What You Need to Know Now and What’s Ahead

The year 2024 has brought numerous updates to Canadian study permits, affecting various aspects of the application process. If you're planning to study in Canada, it's essential to understand and adapt to the latest changes in Canada's study permit requirements.


Key Updates to Canada’s Study Permits


1. Proof of Funds Requirements Doubled

January 1, 2024, IRCC doubled the cost-of-living requirement for study permit applicants. This means applicants now need to demonstrate significantly higher financial support to cover living expenses during their studies in Canada. This update is part of Canada’s effort to ensure international students are better equipped financially, thereby improving their overall experience.

Upcoming Changes

  • Proof of funds requirements will now be updated annually, so be prepared for possible increases in 2025.


2. Provincial Attestation Letter (PAL)

Since January 22, 2024, most international students applying for a study permit are required to submit a Provincial Attestation Letter (PAL). This document ensures that provincial student enrollment capacities are managed effectively.


Who Needs a PAL Now?

  • Students applying for post-secondary education programs (excluding Master’s and doctoral degrees for now).

  • Students applying for new study permits (extensions and specific statuses are exempt).


Upcoming Changes:

It has been announced by IRCC that, Master’s degree students will also need to provide a PAL as part of their application, however, this has not been implemented yet.



3. Updated Study Permit Application Form (IMM 1294)

In October 2024, IRCC introduced a new version of the IMM 1294 application form. Ensure you’re using the latest version for your study permit application, as older forms may result in delays or rejections.



4. Accompanying Spouse and Updated Eligibility for Spousal Open Work Permits (SOWP)


Open Study permit and Visiting Visa approved Study in Canada

The eligibility criteria for SOWP became more stringent starting March 19, 2024. Spouses or common-law partners of international students can now only apply for an open work permit if the student is enrolled in a Master’s or doctoral degree program or some select professional programs.


Upcoming Changes

IRCC intends to restrict SOWP further to master's program students for 16 months or more.





Accompanying Children

Accompanying children 5 years or older are eligible for Open Study Permit and those below 5 can apply for a visitor's visa irrespective of the parent's love and program of study. Also, kids do not need a PAL to join you in Canada but ensure all other documentation is complete.


6. No More Student Direct Stream (SDS) or Nigeria Student Express (NSE)

In a move signaling Canada's commitment to fairness and equal opportunity, the federal government has discontinued the Student Direct Stream (SDS) and Nigeria Student Express (NSE) as of 2:00 p.m. ET on November 8, 2024.


These programs were previously designed to speed up study permit processing for applicants from specific countries. While the change ensures a more uniform application process for all international students, it also means that applicants will need to follow the standard study permit application pathway moving forward.

  • Proof of Acceptance: Admission letter from a Designated Learning Institution (DLI).

  • Provincial or Territorial Attestation Letter (PAL/TAL)

  • Proof of Identity: Valid passport or travel document.

  • Proof of Financial Support

Additional documents may include:

  • Study Plan ( Letter of Explanation )

  • Proof of Ties to your Home Country

  • Passport

  • Digital Photo

  • Medical exam ( If required)

Custodian declaration for minors.
