Update: Canada’s 2025 Home Care Worker Immigration Pilots – Application Streams & Eligibility Criteria

Canada is set to launch the Home Care Worker Immigration Pilots on March 31, 2025, introducing a streamlined pathway to permanent residency for home care workers. These pilots aim to address the growing demand for home care services by attracting skilled caregivers to support children, its aging population, and individuals with disabilities across the country.


The New Home Care Worker Immigration Pilots offer a more efficient process for qualified home care workers to obtain permanent residency upon arrival in Canada, eliminating the need for prior Canadian work experience in the occupation.


Application Streams

The Home Care Worker Immigration Pilots will feature two application streams:

  1. Workers in Canada: This stream is for individuals already residing and working in Canada. Applications for this stream will be accepted starting March 31, 2025.

  2. Applicants Not Working in Canada: This stream is intended for individuals outside of Canada or those not currently employed in the Canadian home care sector. The opening date for this stream will be announced at a later time.


Key Features of the Home Care Worker Immigration Pilots

  1. Permanent Residency Upon Arrival: Qualified home care workers and their families will receive permanent resident status immediately upon entering Canada, providing stability and assurance for newcomers.

  2. Reduced Language and Education Requirements: Applicants are required to demonstrate a Canadian Language Benchmark (CLB) level of 4 in English or French and possess the equivalent of a Canadian high school diploma.

  3. No Prior Canadian Work Experience Needed: While previous programs required applicants to have Canadian work experience, the new pilots waive this requirement. Instead, candidates must have at least six months of recent and relevant work experience or have completed a related caregiver training program of at least six months.

  4. Flexible Employment Opportunities: Applicants can secure a full-time job offer in the home care sector within Canada, excluding Quebec. Eligible employers include private households and organizations that directly hire full-time workers to provide short-term or occasional home care services.


Eligibility Criteria

To qualify for the Home Care Worker Immigration Pilots, applicants must meet the following requirements:

  • Language Proficiency: Achieve a minimum CLB level of 4 in English or French.

  • Education: Hold the equivalent of a Canadian high school diploma or higher.

  • Work Experience or Training: Have at least six months of recent and relevant work experience or have completed a caregiver training program of at least six months.

  • Job Offer: Obtain a full-time job offer in the home care.

Notably, a Labour Market Impact Assessment (LMIA) is not required for these pilots. Detailed eligibility criteria will be made available on the IRCC website prior to the program's launch.


Application Process

While detailed application procedures will be provided closer to the launch date, prospective applicants are encouraged to prepare by:

  • Assessing Language Skills: Ensure language proficiency meets the required CLB level 4.

  • Credential Evaluation: Obtain an Educational Credential Assessment (ECA) to verify that your foreign education credentials are equivalent to a Canadian high school diploma.

  • Gaining Relevant Experience or Training: Acquire at least six months of relevant work experience or complete a recognized caregiver training program.

  • Securing a Job Offer: Connect with potential employers in Canada’s home care sector to obtain a qualifying full-time job offer.
