The Saskatchewan Immigrant Nominee Program (SINP) has officially resumed the intake of new Job Approval Forms (JAFs) as of March 27, 2025. This marks the end of the temporary pause that had been in place to allow the province to reassess its nomination allocation strategy following significant changes imposed by the federal government.
No Further Pauses Planned for 2025
Employers can now proceed with their Job Approval Form submissions without concern for additional disruptions this year. The SINP has confirmed that there are no plans to pause the JAF intake again in 2025.
Why Was the Intake Paused?
The temporary pause on new Job Approval Form submissions was necessary due to the federal government's decision to cut Saskatchewan's nomination allocation by 50 per cent for 2025. Additionally, the federal government now requires that 75 per cent of nominations be allocated to temporary residents already in Canada. To ensure fair and strategic use of its reduced nomination slots, the SINP took the time to:
Review existing applications;
Develop and implement a revised strategy for allocating nominations effectively; and
Maintain the integrity and reliability of the SINP amid these federal policy changes.
While the pause may have caused disruptions for some employers, it was a necessary measure to adapt to the new federal constraints and maintain the program’s effectiveness.
Priority Sectors for International Recruitment in 2025
Due to the reduced allocation and the federal mandate prioritizing temporary residents in Canada, international recruitment from outside the country will be significantly limited in 2025. The SINP has identified three key sectors where international hiring will be prioritized:
Healthcare – Addressing critical labor shortages in medical professions.
Agriculture – Supporting Saskatchewan’s essential agricultural workforce.
Skilled Trades – Filling gaps in specialized trades that are crucial for economic growth.
These priority sectors align with the province’s workforce needs and broader government objectives. Employers seeking to recruit internationally outside these industries may face challenges in obtaining nominations under the current constraints.
What This Means for Employers
If you are an employer looking to hire internationally through the SINP, it is crucial to align your recruitment efforts with the prioritized sectors. Additionally, given the increased emphasis on temporary residents already in Canada, employers may want to explore hiring candidates who are currently in the country under valid work permits.
The resumption of Job Approval Form intake is a positive development, but the landscape for international recruitment has changed. Employers should stay informed and plan strategically to navigate the new rules effectively.
