Provincial Nomination remains one of the ways of gaining permanent residency in Canada. Each province offers its unique pathways, tailored to meet local labor market needs and economic growth strategies, and the Manitoba Provincial Nominee Program (MPNP), is one such provincial program.

With Manitoba's growing economy and demand for skilled professionals, MPNP offers a variety of pathways to help skilled workers, international students, and business investors immigrate and secure permanent residency. In this blog post, we will discuss the international student stream through which Ami, our client, was able to secure a nomination from Manitoba.


The International Education Stream (IES) quickens the nomination process for graduates of Manitoba’s post-secondary institutions who have completed programs aligned with the province’s industry needs. This stream offers three distinct pathways: the Career Employment Pathway, Graduate Internship Pathway, and the International Student Entrepreneur Pilot Pathway.


Eligibility Requirement for the Career Employment Pathway.

1. Education

  • You must have graduated within the past three years from a recognized post-secondary institution in Manitoba.

  • The program must have been full-time, spanning at least one year or two semesters.


2. Language Proficiency

  • Demonstrate proficiency in one of Canada’s official languages by having a minimum CLB/NCLC 7.


3. Employment in Manitoba

  • A full-time job offer from an eligible employer is crucial. Your position must align with Manitoba's In-Demand Occupations List and reflect the field in which you completed your studies.

  • The job offer should be a minimum of a one-year contract.

  • At the time of your application, you must be working full-time in Manitoba on a valid work permit.


Note: Only certain graduates qualify for roles in TEER 0, 1, 2, or 3 occupations from the In-Demand Occupations List. Applications are based on specific occupations or programs.


4. Settlement Funds

  • Prove financial stability by showing liquid funds that meet or exceed the Low-Income Cut-Off (LICO) requirements.


5. Adaptability

  •  You need to be a resident of Manitoba when applying and also show a strong intent to remain in the province after nomination.


Ami’s Canadian Permanent Residency Journey with InfoPlace

Ami’s journey with InfoPlace began in October 2021 when we assisted her with her study permit application for a one-year Postgraduate Diploma program at the University of Winnipeg in Manitoba. Accompanied by her spouse on a spousal open work permit, and two open study permit for her children, Ami was able to immigrate to Canada with her family.


We later proceeded with a Post-Graduation Work Permit (PGWP) to gain valuable Canadian work experience and in March 2024, Ami booked our In-Canada PR consultation to discuss her permanent residence application. 


During this consultation, she was found eligible to apply through the International Education Stream (IES) - Career Employment Pathway under the Manitoba Provincial Nominee Program (MPNP). Ami had a CLB score of 11, and a full-time position as an Associate Technology in customer service (Teer 2), with this we successfully created her Express Entry profile and Expression of Interest (EOI) profile in May 2024. Shortly after, she received a Letter of Advice to Apply (LAA).


With her LAA, we proceeded to submit her Provincial Nominee Program (PNP) application in June 2024. Soon after, Ami received her nomination on September 29th  from the province of Manitoba, bringing her one step closer to her ultimate goal of becoming a permanent resident. Today, Ami and her family of four are on the verge of acquiring permanent residence in Canada.
