Canada's Home Care Worker Immigration Pilots – Launching March 31, 2025

Canada is introducing the Home Care Worker Immigration Pilots on March 31, 2025, providing a streamlined pathway to permanent residence for home child care providers and home support workers. These pilots replace the previous Home Child Care Provider and Home Support Worker Pilots, which ended on June 17, 2024.


Annual Application Quotas

Each stream under these pilots has an annual intake cap to manage processing efficiently:

  • Home Care Worker Immigration (Child Care) Class:

    • March 31, 2025 – March 30, 2026: 2,610 applications

    • March 31, 2026 – March 30, 2027: 2,750 applications

    • March 31, 2027 – March 30, 2030: 2,750 applications per year

  • Home Care Worker Immigration (Home Support) Class:

    • March 31, 2025 – March 30, 2026: 2,610 applications

    • March 31, 2026 – March 30, 2027: 2,750 applications

    • March 31, 2027 – March 30, 2030: 2,750 applications per year



Eligibility Requirements

To qualify, applicants must meet the following criteria:

  1. Language Proficiency:

    • Achieve a minimum CLB 4 in English or French in reading, writing, listening, and speaking.

    • Test results must be from an approved language testing organization ( e.g IELTS or CELPIP and be less than two years old at the time of application.

  2. Education:

    • Hold a Canadian high school diploma or a foreign equivalent verified through an Educational Credential Assessment (ECA) obtained within the past five years.

    • The ECA must be from an IRCC-designated organization and confirm the education level is equivalent to a Canadian high school diploma.

 

  1. Work Experience / Credential Requirements (Student work experience does NOT count)

Applicants must meet one of the following:

 

1. Home Child Care Provider Pilot (HCWIP: Child Care)

Six (6) months of full-time, continuous work experience in the past 3 years in one of the following occupations:

o   Home childcare providers (NOC 44100)

o   Early childhood educators and assistants (NOC 42202)

 

2. Home Support Worker Pilot (HCWIP: Home Support)

Six (6) months of full-time, continuous work experience in the past 3 years in one of the following occupations:

o   Home support workers, caregivers, and related occupations (NOC 44101)

o   Nurse aides, orderlies, and patient service associates (NOC 33102)


OR


Completion of a relevant credential:

o   Must have been obtained within the last 2 years.

o   Must be at least 6 months in duration.

o   Must be at the post-secondary level, full-time, and in-person.

o   Does NOT count if:

§  The program is unrelated to caregiving.

§  It was mainly online.

§  It was on-the-job training.

o   Eligible programs must be targeted towards:

  • HCWIP: Child Care – NOC 44100 or NOC 42202

  • HCWIP: Home Support – NOC 44101 or NOC 33102


4. Job Offer:

  • A genuine, full-time, non-seasonal job offer from a single employer in Canada (outside Quebec).

  • The employer must be a private household or business with a valid Canada Revenue Agency (CRA) business number and must be directly hiring and paying the worker.

  • The job offer must clearly outline salary, duties, and employment conditions that align with industry standards.

  • For Out-of-Canada Applicants: Employers may need to demonstrate efforts to hire locally before offering a position to a foreign national.


5.   Financial Requirement:

  • Proof of sufficient settlement funds equal to half of the minimum necessary income for the applicant and their family members, whether accompanying or not.

  • This requirement does not apply if the applicant is already working in Canada.

  • For Out-of-Canada Applicants: Proof of funds is mandatory unless they have secured a valid Canadian job offer with a salary meeting the minimum financial threshold.
