Canada Introduces Changes to Express Entry to Reduce Immigration Fraud

The Canadian government has announced a significant policy change in the Express Entry system, aiming to curb fraudulent practices and maintain the integrity of its immigration process. Starting in spring 2025, candidates will no longer receive additional points for having a job offer under the Express Entry system.


This measure was announced by the Honourable Marc Miller, Minister of Immigration, Refugees, and Citizenship, as part of Canada's broader effort to ensure a fair and secure immigration process while continuing to attract skilled talent to the country.


Why Is This Change Necessary?

One of the primary concerns addressed by this change is the illegal buying and selling of Labour Market Impact Assessments (LMIAs), which some candidates have used to fraudulently boost their Express Entry scores. LMIAs are documents that Canadian employers must secure to hire foreign workers, demonstrating that no Canadian workers are available for the role.


Unfortunately, the misuse of LMIAs has created a pathway for fraudulent activities, undermining the integrity of the system. By removing job offer points, the government seeks to eliminate the incentive for such unethical practices.


Who Will Be Affected?

The policy change will apply to all candidates within the Express Entry system, including those who:

  • Are currently working temporarily in Canada.

  • Have a job offer in the Express Entry pool.

  • Are new entrants to the Express Entry pool after the policy comes into effect.

Exemptions:

  • Candidates who have already received an Invitation to Apply (ITA) before the implementation date.

  • Applications already in progress will not be retroactively affected.


What Does This Mean for Express Entry Candidates?

Express Entry candidates will now rely solely on other factors, such as age, education, language proficiency, and work experience, to score points and receive an ITA. While job offers will no longer add points, they remain valuable in demonstrating employability and securing long-term opportunities in Canada after permanent residency.
