Key Measures Announced:

1. Tripartite Advisory Council to Assess Industry Needs

The government is establishing a tripartite advisory council composed of federal officials, union representatives, and industry leaders. The council’s primary role will be to identify workforce shortages in construction and develop immigration pathways that ensure a steady flow of skilled workers. This initiative will also emphasize worker protections and fair wages to prevent exploitation.


2. Pathway for Out-of-Status Construction Workers

Building on the success of the Greater Toronto Area Out-of-Status Construction Workers Pilot, IRCC plans to introduce a regularization pathway for undocumented workers in the construction sector. This will allow individuals already contributing to Canada’s economy to legally remain and work in the country. By doing so, the government ensures that these workers continue building much-needed homes while benefiting from labor protections.


3. Temporary Measure for Foreign Apprentices

Effective immediately, foreign apprentices in construction programs will no longer require a study permit to complete their training. This change removes administrative barriers, enabling apprentices to gain essential skills faster and contribute to critical infrastructure projects without unnecessary delays.
