10,000 Parents and Grandparents (PGP) Program Application for 2025

For 2025, Immigration, Refugees and Citizenship Canada (IRCC) has announced plans to accept up to 10,000 complete sponsorship applications under the PGP Program. However, instead of opening a new interest to sponsor submission period, IRCC will invite potential sponsors who had previously submitted an interest to sponsor form in 2020 (There are 72,300 profiles in the pool from 2020). This selection method has been consistently applied since 2020 to manage demand and processing capacities effectively.


Processing Times and Quebec-Specific Considerations

As of February 5, 2025, the processing times for PGP applications vary based on the destination province:

  • Outside Quebec: Approximately 24 months

  • Quebec Applicants: Approximately 48 months

The extended processing time for Quebec applicants is due to the province’s separate family class admission targets, which require additional processing steps and approvals.


Balancing Immigration Levels and Processing Capacity

IRCC aims to align PGP Program application intake with the available immigration spaces in the annual Immigration Levels Plan. With the recently adjusted 2025–2027 Immigration Levels Plan, which includes overall reductions in immigration targets, IRCC has adjusted the number of new PGP applications it can process to manage wait times effectively. These measures are intended to streamline the process and reduce application backlogs.


Alternative Pathway: The Super Visa

IRCC acknowledges that many families who have not had the opportunity to submit an interest to sponsor form may be affected by the current selection process. For those looking for alternative ways to bring their parents and grandparents to Canada for extended periods, the Super Visa remains a viable option. The Super Visa allows eligible parents and grandparents to visit Canada for up to 5 years per entry and provides multiple entries for up to 10 years. Additionally, IRCC recently made it easier to meet the Super Visa’s health insurance requirement, improving accessibility for families looking to reunite.
